In order to conscientiously implement the decisions and deployments of the Party Central Committee and the State Council, and in accordance with the "15th Five Year Plan" outline and the deployment of building a strong transportation country, the Civil Aviation Administration of China, the National Development and Reform Commission, and the Ministry of Transport recently jointly issued the "15th Five Year Plan for the Development of Civil Aviation".

The plan points out that the "15th Five Year Plan" period is a key opportunity to consolidate the foundation and make comprehensive efforts for the basic realization of socialist modernization, and is a crucial five-year period to continue writing the chapter of building a strong transportation country and civil aviation. The Civil Aviation Administration of China conscientiously implements the decisions and deployments of the Party Central Committee and the State Council, and continues to promote the high-quality development of the civil aviation industry.

  We will promote independent innovation and industrial integration in civil aviation, ensuring effective improvement in quality and reasonable growth in quantity, and making decisive progress in the construction of a modern civil aviation system that is safe, convenient, efficient, green, and economical.

The plan is clear that by 2030, the safety level, service capacity, and infrastructure of the civil aviation industry will take the lead in moving towards international first-class standards. Significant breakthroughs will be made in technological innovation, green and low-carbon development, and governance capabilities, which will serve major national strategies, promote regional economic and social development, and meet the needs of people's beautiful air travel more effectively.

The plan proposes that during the 15th Five Year Plan period, the civil aviation industry will fully promote the construction of six major systems around the above goals. One is to make every effort to build a solid and reliable aviation safety guarantee system. Firmly establish the concept of safe development, prevent and resolve major safety risks, curb the occurrence of major safety accidents, improve the efficiency of safety supervision and security capabilities, ensure absolute safety of aviation operations, and guarantee absolute safety of people's lives. Secondly, we will make every effort to build a high-quality and efficient air transportation service system. We will adhere to the development of popularization and internationalization, promote the smooth, diverse, resilient, convenient, efficient, fair and inclusive air transportation, and create a dynamic and efficient air transportation service system, which will effectively support the expansion of domestic demand and high-level opening up. Thirdly, we will make every effort to build a coordinated infrastructure system. Adhere to moderate and not excessive advancement, adhere to the direction of intelligence, greenness, and integration, pay equal attention to improving quality and stock, optimizing and increasing quantity, promote infrastructure renewal and digital transformation, enhance the sustainability of safe operation, and take the lead in building first-class facilities. The fourth is to make every effort to build an independent and controllable innovation support system. Adhere to demand driven and problem oriented approaches, promote the safe development of low altitude civil aviation, accelerate the digital transformation and technological self-reliance of civil aviation, promote the development of educational and technological talents, and cultivate new quality productivity in civil aviation. Fifth, we will make every effort to build a sustainable green development system. Taking carbon peak and carbon neutrality as the driving force, we will comprehensively promote the safe and orderly substitution of fossil fuels and the construction of aviation carbon markets, strengthen technological innovation and industrial synergy, improve the green governance system, and work together to promote carbon reduction, pollution reduction, green expansion, and growth in civil aviation, solidly advancing the green and low-carbon transformation of civil aviation. Sixth, we will make every effort to build a standardized and orderly civil aviation governance system. Adhere to the combination of an effective market and a proactive government, with further comprehensive deepening of civil aviation reform as the driving force, continuously expand opening up and cooperation with the outside world, continuously enhance the soft power and influence of civil aviation, and ensure the stable and far-reaching high-quality development of civil aviation.

In accordance with the planning requirements, we must adhere to and strengthen the comprehensive leadership of the Party, enhance coordination and cooperation, give full play to the role of the leading group for the overall coordination of civil aviation planning and policies, improve the mechanism for implementing the annual plan and development plan, solidly promote the implementation of the civil aviation "15th Five Year Plan", coordinate and promote major strategic tasks, major engineering projects, and major policy measures, and effectively implement various target tasks.
