Recently, the General Office of the People's Government of Shanxi Province issued the "Shanxi Province Digital Government Construction Plan (2023-2025)" (hereinafter referred to as the "Plan"), which clarifies the goals, tasks, measures, and guarantee mechanisms of Shanxi Province's digital government construction, providing guidance and basis for promoting the digital transformation and intelligent development of Shanxi Province. The Plan proposes to achieve 100% indiscriminate acceptance and standardized handling of high-frequency government service matters throughout the province by the end of 2025, with an autonomous and controllable information system rate of 80%, forming a comprehensive and three-dimensional security protection system.

To achieve the above goals, the "Plan" deploys specific tasks and measures from six aspects, namely: strengthening smart supervision in key areas, strengthening smart supervision of administrative law enforcement, optimizing the refined social governance system, promoting the construction of new smart cities, continuously promoting the construction of smart people's livelihoods, and enhancing security capabilities. Here is a brief introduction to these six aspects.

Strengthen smart supervision in key areas. The "Plan" requires continuous promotion of the "one thing" reform of comprehensive supervision in key areas and projects, and strengthening the digital traceability supervision of key areas such as food and drugs, special equipment, industrial product safety, consumer rights protection, medical devices, and hazardous chemicals. Promote the supervision of "Internet plus+Food Safety", and accelerate the construction of safety information traceability system for key food and agricultural products. Encourage production and operation enterprises, industry associations, and third-party platforms to open data to government information platforms. Strengthen the prevention of drug safety risks, establish and improve a collaborative platform for drug traceability, integrate traceability information of drug production, circulation, and use, and gradually achieve traceability of key categories of drugs in terms of source and destination. Promote the supervision of "Internet plus+special equipment safety", speed up the construction and application of special equipment safety supervision platform, and realize the digital tracing supervision of all subjects, all varieties and all chains in key fields.

Strengthen the intelligent supervision of administrative law enforcement. The Plan requires accelerating the construction of digital rule of law, continuously improving the functions of administrative legislation, administrative law enforcement supervision, criminal execution, public legal services and other business systems, and achieving full coverage of informationization in judicial administrative business. Gradually build a rule of law big data system covering the whole province, promote the integration and sharing of law enforcement supervision data, orderly promote the integration and sharing of the provincial administrative law enforcement coordination and supervision system with various administrative law enforcement supervision systems, and promote the digital recording, tracing, and supervision of the entire process of regulatory law enforcement. Deepen the construction of the public legal service network platform and continuously improve the intelligence level of public legal services.

Optimize the refined governance system of society. The Plan requires accelerating the digital construction of social governance in accordance with the idea of co construction and co governance, strengthening the intelligent upgrading of public safety video images and data sharing and utilization, carrying out standardized construction of comprehensive governance centers, and enhancing the overall, collaborative, and precise prevention and control of social security. Deepen the construction of intelligent policing, strengthen the integration and data sharing of various police information systems, establish a provincial public security big data intelligent platform, and build a public security prevention and control mode with data as the key element. Deepen the digital construction in the field of transportation, strengthen the integration and data sharing of transportation business, establish a provincial transportation information supervision platform, and comprehensively enhance the governance efficiency of the transportation industry in our province. Deepen the digital construction in the field of housing and construction, build and improve the integrated operation of "smart housing", "smart construction", "smart urban-rural development" and other "smart housing and construction" in the province, and enhance governance capabilities.

Promote the construction of new smart cities. The Plan requires steady progress in the pilot construction of provincial-level new smart cities, with the construction of urban data bases as the core, to create a high-level model of new smart cities. Implement intelligent transformation of urban municipal infrastructure, intensively build new urban infrastructure, promote the application of City Information Modeling (CIM) and digital twin technology in urban operation and management, and play a leading role in demonstration. Accelerate the integration, sharing, and business collaboration of urban operation data such as municipal public utilities, urban sanitation, landscaping, and urban management law enforcement, expand application scenarios, improve functions such as business guidance, supervision and inspection, monitoring and early warning, analysis and judgment, and comprehensive evaluation, and comprehensively enhance the "one-stop management" capability of urban operation. By the end of 2025, a comprehensive operation and management service platform will be established in both provincial and municipal cities, and eligible counties (cities, districts) will be encouraged to carry out the construction of operation and management service platforms.

Continuously promote the construction of smart people's livelihood. The Plan requires focusing on key areas such as education, social security, healthcare, elderly care, childcare, employment, and disability assistance, promoting the universal application of digital services, and continuously enhancing the sense of gain for the masses. Deepen the construction of "Internet plus education", build a big data platform of "Internet plus education", and promote the digital transformation of education in the province. Accelerate the construction of the "Digital Human Resources and Social Security", broaden the application areas of the "One Card" social security card, promote the "three code integration" of electronic social security cards, medical insurance electronic vouchers, and electronic health cards, achieve collaborative sharing of livelihood services in multiple fields, and continue to promote the pilot construction of national and regional innovative applications of "blockchain+human resources and social security". Accelerate the construction of smart healthcare, promote the popularization and application of residents' electronic health codes, and accelerate the online processing of the entire medical process such as remote referral, medical treatment, hospitalization, and medical insurance. Deepen the construction of smart elderly care and continuously optimize the brand of "Health Care Shanxi · Summer Care Shanxi". We will continue to optimize the service of "Internet plus for ex servicemen", establish an online service area for ex servicemen, and promote the online and all in one network services for ex servicemen's government affairs.

Enhance security capabilities. The Plan requires the establishment and improvement of security management systems such as network security level protection, data classification and grading protection, personal information protection, classified information system grading protection, and password application security assessment, and the improvement of network security standards and security standards and norms for data collection, management, governance, sharing, openness, and authorized operation. Establish a digital government security guarantee, responsibility implementation, and major incident handling mechanism, strengthen regular monitoring and technical protection of data security, strictly manage outsourced network security in digital construction, develop network security emergency plans, clarify emergency response procedures, regularly conduct network security emergency drills, and use attack and defense practical exercises to test the network security protection capabilities of all levels and departments.
